The UNDP Programme Document for 2012-2015 has considered the challenges that Panama is facing as an emerging economy of upper-middle income and the perceived need to adapt the cooperation of UNDP with the requirements of this new reality. The fundamental challenge is focused on advocating for the excluded population who is not benefiting from the economic growth and ensuring development opportunities reaches all Panamanians.

The Third National Report on Monitoring the Millennium Development Goals (MDGs) (2009) showed progress in nutrition, universal education and gender equality (MDG 1, 2 and 3). Nevertheless, Panama continues to face significant challenges to fulfill the goals related to maternal mortality, infant mortality, HIV / Malaria and the Environment (MDG 4, 5, 6 and 7).

Under the new Country Programme (2012-2015) UNDP will strengthen capacity for monitoring progress towards the MDGs.  It will contribute with elements for the formulation of social policies for human development and support the implementation of strategic projects of basic services.  In order to help reduce poverty and inequality, UNDP will support the generation of decent employment opportunities in rural areas as priority target population of small producers, especially women and youth. UNDP will also work to strengthen the local capacity development and the formulation of local development plans, micro-enterprises, and access to credit facilities with the participation private sector as an engine for development.

Under the guidance and direct supervision of the Deputy Country Director, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.
